I thought it might mean that you (or your provider) get a voucher for an amount of money allocated for some illness, say $2000 for a broken leg or $23,000 for bone cancer. Then either the provider, if he gets the voucher, needs to treat you for that amount of money or, if you get the voucher, you use it plus your own money, if needed, to pay the provider. Either way, that fixes the Medicare payout.

I googled, as did you. And I thought about posting a question, too, but figured I'd ask you first.
