I believe that's a function of the flashing software used (only did this once). I recently flashed my modem up to 56K and the software allowed you to save the pre-existing firmware before installing the new firmware. I forget the exact details -- I think there was a program you downloaded to the modem to remove and save the old firmware. And then you installed the new one. I probably mangled this but you get the idea.

Maybe their chip just isn't capable of doing this. Or, they just haven't gotten around to writing decent flashing software.
