More gridlock will continue to be sure that happens again.

Nothing anyone has proposed will have a significant effect on costs regardless of who wins or whether or not we have gridlock because the politicians of both parties won't face the forces that cause spiraling costs. We have met the enemy and it is us but no politician is going to say so. Voters don't like to be told that there's no such thing as a free lunch.
