Because "amnesty" and "immigration reform" aren't the same thing.
You wanted to talk about "dog whistles" and "code words." So let's talk about it.

It should be obvious that whenever a Democrat talks about "immigration reform," he or she is talking about granted amnesty to millions of illegal, er, "undocumented" immigrants.

That is more evident than the notion that Republicans are somehow catering to their "white base of support" by saying "code words" and "dog whistles." That's just another example of Democrats overplaying the race card so much, they don't have any credibility whatsoever.
