You should familiarize yourself with Article 1 of the United States Constitution. The 14th Amendment later clarified the language describing slaves etc, however it is quite clear. Taxes on states are to be assigned by the total of the resident population. The exact same clause and also includes the number of representatives being assigned in the same manner.
