M~ That story means the situation is even worse than I suspected! Most probably NOT ONE of these people who are "high volume" ER users, even think of paying any portion of their bill. Probably don't have a job, and panhandle for money (tax free, of course) and all the while, collect state aid funds. Some of them should have long term mental treatment. While Reagan gets the blame for the decline in funding the hospitals, actually it was JFK and brother Bobbie who signed in the Deinstitutionalization Law, in October 1963. Some dim bulbs forgot that if people didn't have a home, nor a job, they would fall through a crack in the system. The new system started to give funds to Home Health Care, so as those funds started to rise, the Hospital funds shrank, and eventually places like Western Hospital and others closed.
