I you do so define the problem then I would say that not being committed to solve bad situations doesn't amount to doing harm to someone else.

I did not intend to extend that principle broadly. I expressed it in the context of conspicuously victimized people. I think that if you ignore a racial insult that has occurred next to you on the subway, not even putting an expression on your face to convey to the target that you sympathize, you are part of the problem and causing harm. I think that if you hear someone being attacked in the street outside your townhouse and you turn the TV up rather than calling the cops, you are part of the problem and causing harm. Conversely I don't think you have to spend your vacation in Africa ministering to the sick to avoid doing harm to them.
