Earlier this year I read a study that many voters blame incumbents for bad weather, such as hurricanes and droughts. This might explain why Bush flew into Florida to hand out bags of ice after all four hurricanes. Handing out bags of ice shows that he "cares".

I am not making fun of Bush, I just think it's evidence that politicians have to do weird things to communicate with people whose thought patterns are at the most basic level.
