WINSTAR (WCII) MAINTAIN BUY.
SECOND QUARTER IN LINE WITH EXPECTATIONS, AND DEMONSTRATES
SIGNIFICANT OPERATIONAL PROGRESS. WinStar's numbers for the
quarter were in line with expectations, however what was
really noteworthy was its operational progress made evident by
greater disclosure than in previous quarters. For example,
the company indicated that it now has about 195,00 lines in
service. Of this total, about 60%, or say 120,000 lines are
"true" CLEC lines, meaning local traffic is being carried on
the lines (in addition to perhaps long distance or data
services.) In addition, the company said that about 70,000
lines were connected to the company's own switches, and about
30,000 lines were connected via the company's wireless
technology. Thus, 70,000 of the 120,000 CLEC lines were on-
switch (35% on-switch), and 30,000 of the 120,000 were fully
on-net. These ratios are very high compared with most other
CLECs. These results are finally starting to demonstrate the
efficacy of the wireless approach in the CLEC world. Of
course, WinStar needs to continue to demonstrate this progress
to quiet the skeptics, but it is making good progress, and
we're optimistic about continued success.
