This is not necessarily good news. The optical laser card technology discussed by the INS (it was by Drexel, if I remember the name from the Post correctly) is proprietary. Sandia, on 13 March 97, announced a partnership with Canon to produce optical laser cards. At the time, Canon's methodology would not work with the one mentioned in the INS article. In fact, Canon is a competitor.
It may not matter, however, as I haven't seen anything else from Sandia regarding the optical card capability. Like other touted technologies (smart card, Glyph), I don't believe Sandia has done much in the marketplace with laser optical cards. They seem to be stuck being a printer supplier, not a technology or solutions provider.
