I have been seeing more homeless panhandler types recently, but they are white, filthy dirty and smell bad. My take is that they are actually homeless panhandlers.

Pay close attention to the alert and call in anything that looks suspicious.

Don't let any biases keep you from looking and reporting any inappropriate behaviour.

Many of our greatest intelligence coups have come from wary citizens who picked up on and reported one little deatil that did not make sense.

The authorities publicize the alert...hoping you will see something and report it.
