Which is why "cash for clunkers" was a GREAT idea.

Except for the fact that the program pulled in car purchases from the future, which meant the net effect was zero (but it still cost the government $1.4B):



Furthermore, there is no proof that the 10% of vehicles that is responsible for half of California's pollution made up a significant portion of the cars replaced during the program.

Most of those vehicles pollute because the owners didn't bother to maintain them properly.
