It seems to reflect concern about the current strategy of Escalation without Diplomacy.
The real concern should be this administration's goals for the war. Biden and top officials have said several times that the goals are removal of Putin from power and weakening Russia so that it can not defend its strategic interests. It is hard to imagine why Putin would want to negotiate his own death.
