So if the parents live here illegally, and their parents lived here illegally you have three generations of illegals?

First of all, you don't have grandparents and parents living here illegally, at least not as many of them. They can't get in as easily, they can't get a job when they get here, and any kids born here won't be anchor babies, so why come? The first thing is to get rid of the incentive to come illegally.

Secondly, for those who are here anyway for whatever reason, presumably their children would apply for US citizenship when they come of age, either that or go settle in their country of citizenship.

But the main reason the citizenship thing is important is so that temporary/guest workers won't have any justification for staying after their terms are over that their children are US citizens. If we have a guest worker program without changing the citizenship basis, we continue to have the same problems we have now.
