If that story is true, it is disgusting, but not particularly unusual. Iraq did the same thing: put the civilians in the direct line of fire. Then if the enemy does not fire on the target, your strategy has worked. And if the enemy does fire, then you can show the world that the enemy kills innocent civilians.
