You're right -- when it comes down to it, there may be something appealing to state legislators about getting their hands on some of that power they aspire to in DC. It may not, in the end, be a red vs. blue thing at all. That is, even though intuitively, it is more of a conservative notion because it is fundamentally about states' rights, when it comes down to it, what it really is about is power. And AFIAK, that cuts across all boundaries.
