I have no idea how you can construe it as a spitting in the face of Latinos. It has nothing to do with whether they can retain their native language, should they emigrate, nor even with whether they will be helped with some amount of official bilinguilism. It does have to do with saying that we do not ordinarily conduct government business in several languages, or feel the need to translate everything, and that we will not allow a situation like that of Quebec to develop.
