IMO, office holders who intend to spend a substantial amount of their time campaigning for another office (substantial would be something more than 10% and less than 50%, I would draw a line somewhere in that range, might depend a bit on the office since some offices really aren't full time and some are more than that) should resign their office in order to campaign.

In my view, that's the honest thing to do. I don't approve of taking an employer's money when you're trying as hard as you can to get a new job.

I know that few if any politicians do this. But it's the norm in business (what corporate executive would ever be allowed to remain a senior Vice President of a corporation while he was out campaigning full time for the position of president of another corporation?), and it's really saying something when corporate America has higher ethical standards than Congress does.
