O.K., I now understand that you believe a "panel of experts" empowered to develop "protocols of health care" is evidence that gov't will attempt to coerce people into accepting lesser care than they wish to receive. You also seem to believe that in order to reduce health care costs, people will be encouraged to sign advance directives leaving orders for euthanasia.
