Theres nothing new about this. Its a yearly declaration, restating expectations. It has been happenning for at least 2 decades, and its not limited to Saudi Arabia. All the GCC countries do this every year.

For a non-Muslim : the rules are simple : do not eat/drink in public during daylight hours. what you do in the privacy of your home, or some other private place is your business.

When I lived in Oman, some of our Omani friends used to come to my apartment, to have lunch and a smoke. It was done in the privacy of my home, so was OK.
