Everyone who pays estimated taxes is supposed pay them quarterly and you don't have to be a small business.
Anyone with income that had no withholding must pay estimated tax......the IRS will not beat you up if you miss a quarter and pay double the next quarter...I have skipped many quarters(not the year) over the last decade or so and have not been penalized if I pay in full at the last payment....they do have the right to levy a penalty....and I've also been hit with that....

Is Drudge saying he has no health insurance.?...then he's stupid, he's no kid... the rich pay for insurance cause they don't even notice the cost, if they get hit with catastrophic illness much of that wealth will disappear without insurance.

Drudge, who is feeling "mocked," clearly referred to the individual mandate in his first tweet and other unidentifiable taxes in the tweets that followed. The problem here isn't that Drudge is paying the mandate and opting out of Obamacare. He announced that was his plan in January, and he's free to do that. The problem is that he's either misleading his followers or himself. No wonder everyone is confused.
