I came across this info on ICS. Might be the answer you are looking
for.

ICS requires one network adapter in each computer and network connections between the ICS Host (the computer dialing the Internet) and the ICS Clients (the computers using the Host to access the Internet). If you're hooking up to DSL or cable service then you need two network adapters in the Host - one for the incoming Internet connection and one for the ICS feature.
