I think it has a lot to do with the nature of the relationship between the dog and the owner. People who really love and respect their dog spend time understanding their pet. They begin to appreciate the dog for the individual that he is. They understand that all dogs are not the same any more than all people are the same (side note: research says individual variations among dogs' personality are greater than variations among humans). Such people then communicate well with their dog.

People who think of the dog as some bio-machine with a purpose, be it as an entertainer or guard or whatever and their primary interest is in what the dog can do, fail in communication because that was never a subject of interest for them.
