Tim, Bottom line; terrorists don't give a rats ass whether innocent civilians are killed in a [rare] planned attack on a "military target". In fact, they would consider it a plus since their intent is to win through wreaking terror against their enemies to weaken their will to fight back. I'm sure statistics will bear out the fact that a vast majority of terrorists attacks are against targets of opportunity with lots of innocent civilians placed in harms way rather than a real "military target" with few if any civilians at risk.
