Someone is going to have to explain to me why the government has a role here. If physicians want to work for salaries, they should be permitted to do so. If they prefer FFS that is their right.

I have a bunch of employees that get a salary, but their income is 75% commission. There is a reason for that with salesman... You ALWAYS get what you pay for... it's basic human nature. If doctors work "on commission" for the tests/procedures they prescribe, you WILL get more test/procedures.
