Phil: we do not have free competition now in local phone calls. In my area SWB maintains a monopoly and fights very aggressively against opening up the local market. Until there is competition allowed at the local level - so that we could have a choice of which local phone company to use - I do not think that the FCC should allow them to charge us for internet access now. Anyways, based on statements made by the FCC, I do not think the FCC will allow this access charge, at least in the near future.
