what is the Norfolk Southern responsibility ? they didn't own the rails or tank cars? i assume they must have been a part of the beginning of the rail shipment? did they accept the order to accumulate this train of cars. did they out it together and dispatch the train over various rails? i assume they have responsibility for the initial rail shipment. Wouldn't it been their bill of ladings? who do the lawyers go after for damages. Who did own or maintain these rails. who did own the chemical cars? I was surprised they were not double hull and same with valves etc. something like nyc fire department requirements for gasoline tankers etc.
