MCALLEN, Texas -- Thousands of Mexicans who cross the border daily to shop or visit the United States are being refused entry because they don't have new identification cards, U.S. immigration officials said Tuesday.
Nearly 4,000 Mexicans were turned back Monday and early Tuesday because they had outdated crossing cards, called micas, not the new laser cards required after midnight Sunday. The newer, counterfeit-resistant cards carry a photo and a fingerprint of the border crosser.
