And to what should we attribute the difference between the rhetoric of fear that the administration was broadcasting in the run-up to the Iraq war and their response to a man who is clearly insane, has nukes, and is working on missiles that will get them to our shores?

To the fact that it is not possible for the US to attack North Korea, and we have no strong national interest to do so. China basically owns North Korea, and we don't intend to go to war with China over it.

Kim Jong Il is not insane by most accounts. He is using missiles for extortion to support his power. It's working. China, South Korea and the US are all paying up, not having any better ideas what to do. At least Kim Jong Il, unlike Saddam, does not have a track record of attacking all his neighbors.
