How would 40K troops put a lid on all out cival war?

Putting a lid on an escalation to such a war, not shut it down quickly should it happen.

Even the baker hamilton group said the solution to the sectarian voilence is not going to be a military solution.

1 - What are you trying to imply by "even the baker Hamilton group"? That somehow no one can disagree with them other than by being in total opposition to the war?

2 - I agree with them on this specific point. The solution isn't military. The military problems are either resolved long ago (successfully invade Iraq and depose Saddam), or are the type of problems which are contained but not resolved by purely military means. But containing the problem is important, and military means are going to be part of the solution. OTOH if the non-military part totally fails, then the military part won't by itself impose a solution, at least not a solution we would accept.
