In very southern Puget Sound down by Olympia the top three or four feet of water warms up close to 80 degrees F in late summer because water does not flow in and out of Puget Sound because of poor mixing on tidal cycles that far south.

There it will outgas some CO2. But not in Tacoma because the water only warms up to about 55 at the surface (better mixing north to south with the Strait of Juan de Fuca}.

Otherwise the vast bulk of seawater from the Pacific isn't outgassing, even in the summer.

You need much more than 650 ppm with 55 degree water to outgas.
