The question is a bit of an oversimplification because the gov't does receive revenues that are not taxes, but when the question says "taxes per person", it means all taxes divided by the population, not just taxes paid by individual taxpayers. The question is (apparently) meant to see whether one understands the difference between the 'deficit', which is a period or flow measure, and 'debt', which is a cumulative or stock measure.
