If that were true, Tim, there'd be a booming black market in cigarettes. Except, there isn't any huge problem.

When I was dumb enough to smoke the things, they cost $.50 a pack. Check the prices NOW, which is almost ALL tax:

48. Kentucky (last year $6.56): $4.96 = -24%

If any legal item were to spawn a black market by your logic, it would be cigarettes.
