Some viruses have a life cycle (eg. Retrovirus) where they hijack the host machinery, randomly insert their genetic information, and then produce progeny in a non lytic fashion, which then infect other cells. Other viruses have a life cycle (eg. Adenovirus) where they hijack the host machinery, but do not integrate their genetic information(it remains episomal), they produce progeny in great quantities which eventually results in the death of the infected cell.
The naked DNA would respond similar to a non integrating vector (although infecting a cell would be at a lower efficiency, due to the lack of viral aid). If a cell is transduced by the naked DNA, the effect would be temporary, as the DNA would eventually be kicked out of the cell(due to the lack of integration machinery, integration would be rare).
