No, it isn't "insider" information, at least not from the point of view of, say, the SEC vis-a-vis the Company. But if, indeed, someone who was not an officer of the court were in possession of knowledge of a Cease and Desist Order before its service on the Company in question, that person, by their knowledge of its existence and then disclosure of it, would be breaking the law, and a district attorney in the jurisdiction where the Cease and Desist Order was issued should be actively looking into the matter, because our little Peripatetic, Hyperkinetic Hobgoblin has broken the law. Never fails, give 'em enough rope, and they'll always hang themselves with it. Now, if the investigation were to also reveal for whom PHH was acting as sycophantic toadie, things could really get interesting. |
