As redistricting continues throughout the country, more and more House seats are freed from the voters' decision. You end up with a district that is safe for one party or the other. Although all House seats theoretically are contested every two years, probably less than 5 percent are really up for grabs. The dominant political party in the district selects the House member and the voters nod their concurrence.
