Different ideas is an important part of my point, but not all of it. Health care reform, even one that just about everyone agreed on, is also a very complex idea, and one that involves people reacting in unexpected ways to your efforts. For that point the defensive line is not a good example since defenders react in unexpected ways, but then probably not to the extent that the long term political and economic results of a conflict would be unpredictable. The moon landings while they had to deal with unknowns, didn't have to deal with opponents, or with millions of people responding in possibly negative ways to incentives "the system" created. The perverse incentives issue is fairly small in terms of something like the moon landing.

Another point is that taking a defensive line or executing the Apollo program is a one time thing. Health care programs are long term things, so you don't just need to make a solution that works for now you need to consider the long term impacts.
