This may seem like a silly question, but is that the President of the EXF, who probably reports to the Chairman of the Federal Reserve(?) or the President of the US? It would seem strange to me that a republican would want to limit the power of a republican president with a law that gives the power to congress, which is quite often run by the dems, no? Or is it designed to distance GWB from this mess?
