Is that similar to a "compassionate conservative"?

I used it in contrast to a "Libertarian conservative" - One who is conservative on Economics, but tends to be liberal on social issues.

The social conservatives control the Republican party Nationally. The key issue is abortion. Other "bedroom" issues tend to split the two, and drugs is another divide.
