I would say that it's actually an artifact of universal democracy. The "paranoid style" of American politics really got going during what the spread of what we term Jacksonian democracy, the enfranchisement of the Great Unwashed.

Many of whom live their entire lives far from the levers of power, and have only the vaguest notions about how things really work.
