The majority of Europe never had any austerity to rethink. The countries that did, didn't have much choice in the matter as their previous profligate ways combined with a downturn that they had not in any way prepared from, and a loss of confidence in the government's fiscal management gave them no choice but to reduce spending. (And even in those countries the resulting spending was hardly austere, more like lavish).
