When you make products that uses US components, there are rules where you can sell the the final product

Say Embraer makes planes, uses avionics and parts from the US, the company have to abide to rules guiding to which countries it sells the plane in the same manner that Boeing has to abide to these rules.

This situation is applying now to phone makers.
