Michael, nice to hear about the Denny Shelter. I'd wager what makes it work is the single most valuable economic resource any society has, even above money: attention. Gov't programs necessarily try to minimize the need for this, as it's not scalable the way money or law is.
If I got off my butt and participated in such a program, I could see being actually useful in dealing with the issues of lost children, the reformables who with patient guidance would become citizens and not castoffs.
I wonder what to do about the unreformable - the mentally ill or the resolutely amoral. (Not the slackers, Terry - starv'em. The hyenas, the recidivist small-time hoods.)
The programs in place today, I'm shooting from the hip here but they seem strangled by the political nature of the game. Real reform's gonna offend someone, so don't rock the (very leaky) boat.
