I don't subscribe to the theory that he might have used the box to punch a bunch of ballots. If someone is buying a vote they don't have any way of knowing if the person they bought the vote from voted the way they want unless the person selling his vote brings back the ballot he didn't fill out. Thus only a few ballots are needed for the illegal vote scheme because they get new ones every time someone votes. Around here in the early 60's (before I was old enough to vote) you could buy a vote with half a pint of whiskey. I don't know what it is now or if it is even done.
