The presence of conflicting norms and conflicting positions tends to leave niches in the review process which untenured folk learn, quite quickly, to take advantage of. Sometimes to manipulate the structures such as to reinforce the group-think; others to bypass it

The fact that you respond in terms of "niches" and "manipulating structures" tends to reinforce the sense of top-down control. My impression is that much depends on the chairman. If he/she is determined to have conformity, he/she will have it. CEOs also surround themselves with yes-men very often, but at least business has a continual reality check of needing to make a profit. The feedback loop for a department can take a long time.
