After researching a bit, I found out that there has been no formal declaration from the Vatican -- the letter was sent informally from an underling on the committee. It takes a long, long time for the official wheels to turn in Rome.

The letter took the position that Kerry and other pro-abortion Catholic politicians are excommunicated automatically (latae sententiae) for assisting abortion, and for heresy.

Kerry himself may disagree -- he's a lawyer, after all -- and say that he is not assisting abortion by voting to make it legal. And it's up to the priest to decide whether to give him communion. Refusing him the sacraments is a grave punishment, and if refused improperly, is a sin.
