You seem to say that complexity (maybe being fractal) alone is enough.

We and author Cambel may be slightly, but critically, at odds about the exact definition of random. There is a common usage of something that is ad-hoc, picked with no forethought, or varied without purpose. In the context I am writing about I define random as an effect that is not precisely tied to a cause. There is a subtle distinction but that distinction is critical to any point I have been trying to make. A random input under my definition is a value not only picked without purpose, but one who's value could not actually exist until it is picked.
