a significant difference between Iraq and Iran is that Iran invited IAEA to inspect and validate that their nuclear program was/is not weapons oriented. Those inspections are in progress at the moment. India and Pakistan have nuclear energy facilities as well as well as nuclear weapons capability. You want to bomb the heck out of them too ? Who's next ? - Israel ? they got nukes too.
