Nothing but nothing suggests a green light, and ex post facto analysis should even more forcefully lead you to disbelieve the chestnut.

If the US were to give Saddam a green light, it would have been stupid to do so in the presence of witnesses and, more important, through a conversation which was recorded. A back channel would have been used, not a public one.

And why would the US want to imperil the Saudis, our erstwhile friends and major oil suppliers, by allowing Saddam's armies, thought to be nearly invincible at the time, to park their military might at the Saudi border?
