Once again, I have to ask. Why do we have a pentagon? Why do we have a Central Intelligence Agency?

Did no one see this coming? Was there no contingency in place for the inevitable? There had to be or I am calling for those entities to be disbanned. If there was, and there almost certainly were, why were we not prepared to deal with such a thing the moment it was launched?
